Join a Fostering Promise Work Group to Collaborate in Community
We have formed work groups to advance each of our four Fostering Promise Policy Priorities – all of which further our mission that no young person leaves foster care without a safe place to call home and the support that they need. Work Groups meet approximately once every two months.

Policy Priority #1: Housing Readiness Plans
Our goal is that every youth in foster care age 16+ will have a Housing Readiness Plan to ensure that they have a quality home the day that they exit the system. This includes the development of an online housing repository with a variety of housing options and a mobile solution which puts everything that they need to find housing at their fingertips -- including their critical documents, safely stored.
Policy Priority #2 : More and Better Suited Housing
The goal here is simple – we are working to unlock 500 new housing units for youth exiting foster care by 2027. We are doing this through a variety of strategies – units set aside within both existing and new affordable housing communities, creating housing for transition-aged youth through faith-based partnerships and land, and by making vouchers more readily available and usable. We are open to other ideas, too. Join us!
Policy Priority #3: A Mentor for Every Youth
When a youth leaves foster care with the support of a caring, committed adult their chance of reaching is independence successfully – including finding housing – is greatly increased. Our goal is that every young adult exiting foster care would have the support of a mentor who is committed to them until they are age 30. We’re working with San Francisco Bay Area CASA (Court Appointed Special Advocates) organizations and others to expand this program to recruit and support mentors. Join us!
Policy Priority #4: Inform Reform the Adult System (FYI Vouchers)
As a youth exits foster care they move from a system designed to support children to one that supports adults. The challenge is bridging the transition so that youth have seamless support to access benefits into adulthood. Our initial focus is to increase awareness and usage of Foster Youth to Independence (FYI) and Family Unification Program (FUP) vouchers, in collaboration with our regional Housing Authorities and Social Service agencies, both public and private.
Policy Priority #5: Use data-driven insights to develop action plans
Provide timely, data-driven insights to support the policy priority workgroups in making informed, strategic decisions. Deliverables include housing statistics for youth aging out of foster care in the San Francisco Bay Area, insights from ILP, available TAY housing options, and analysis of FYI and FUP voucher data.
